Governor Abigail Spanberger announced on Saturday that her administration has restored the right to vote and other civil rights to 66,085 Virginians who were formerly incarcerated following felony convictions. The announcement, which was issued by the Office of the Governor in Richmond, noted that the restorations have occurred since Spanberger took office this past January.
Virginia is one of three states with a state constitution that permanently disenfranchises citizens with past felony convictions, leaving the restoration of those rights to the discretion of the governor. The civil rights restored under this process include the right to vote, serve on a jury, run for public office, and become a notary public.
Prior to 2022, governors from both major parties had worked to streamline the restoration process. Former Governor Glenn Youngkin, a Republican who left office in January 2026, shifted to a case-by-case application review system. Upon taking office, the Spanberger Administration reestablished processes to review applications and to proactively identify eligible Virginians whose rights could be restored. Valerie Kloosterman sued University of Michigan Health-West (UMHW) filed suit in 2022 after she was fired in August 2021, alleging the 200-bed suburban Grand Rapids teaching hospital was requiring her to go against her conscience as a Christian.
“All I wanted to do was provide the best care possible to my patients without being forced to violate my Christian beliefs,” Kloosterman said in a statement to Fox News Digital.
She was represented in the lawsuit by First Liberty Institute, which documented that Kloosterman had “received positive performance reviews throughout her employment before raising faith-based objections to mandatory gender identity training,” the news outlet reported.
The legal advocacy nonprofit reported she was terminated after requesting a religious accommodation from finishing training that “required her to affirm statements about gender identity that were in violation of her Christian faith.”
No effort was made to accommodate her, according to the institute which takes on civil rights cases to “reclaim religious freedom in America.”
