The announcement, which was issued by the Office of the Governor in Richmond, noted that the restorations have occurred since Spanberger took office this past January.

Virginia is one of three states with a state constitution that permanently disenfranchises citizens with past felony convictions, leaving the restoration of those rights to the discretion of the governor. The civil rights restored under this process include the right to vote, serve on a jury, run for public office, and become a notary public.

Prior to 2022, governors from both major parties had worked to streamline the restoration process. Former Governor Glenn Youngkin, a Republican who left office in January 2026, shifted to a case-by-case application review system. Upon taking office, the Spanberger Administration reestablished processes to review applications and to proactively identify eligible Virginians whose rights could be restored. Yet now that New Jersey admitted more than 6,000 noncitizens ended up on its voter rolls (about 400 of whom voted) — Politico has discovered the problem was apparently an “open secret” all along.

New Jersey Democrat Gov. Mikie Sherrill recently announced that a “software error” in the state’s motor vehicle system “led to the registration of roughly 6,600 people who indicated they were not U.S. citizens between June 2023 and June 2024.” The noncitizens allegedly answered “no” when asked whether they were citizens, but the system registered them anyway. Of those registered, nearly 400 illegally cast a ballot, the governor’s office said.

Now that the reality of noncitizens both registering to vote and voting is too difficult for the corporate media to ignore, they have to cover it. Politico’s Matt Friedman reports that the announcement “exposed an open secret about New Jersey’s so-called motor voter law that officials and political operatives have known for years: There’s little to stop noncitizens from registering to vote if they want to, or even by mistake.”

The rule is part of the EU’s broader artificial intelligence law, which is being rolled out in phases. This first step focuses on disclosure. If content is generated by AI or significantly manipulated by it, companies must make that clear. That includes adding visible labels as well as technical markers, such as watermarks or embedded metadata, that help identify synthetic material.

The push comes as deepfakes and other AI-generated media become more convincing and easier to produce. Regulators are particularly concerned about how quickly this content can spread and how difficult it has become to determine what is real.

The requirements apply mainly to content created in professional contexts. Material designed to inform the public about matters of general interest must carry a label if it is produced by AI without human editorial oversight.
